Qualifications:

Bachelor’s in Accounting, Finance, or Business required and one to two (1-2) years of experience in accounting and financial processes. Years of experience may be supplemented for education. Computer literate. Knowledge of Excel, Word, and Quickbooks is highly recommended. Employee is responsible for obtaining and maintaining all certification requirements relative to the position.

Responsibilities:

Job Objectives: Performs various financial accounting procedures including payroll, accounts payable and cash management for the Health Department. Prepares various financial reports as required. Maintains billing records for Medicare, Medicaid, Insurance and private pay accounts. Essential Job Functions: For a complete job description please contact the Human Resources Department. Maintain a positive work atmosphere by acting and communicating in a manner so that you get along with customers, clients, co-workers and management. Comply with all countywide and departmental policies. Case Management: post payments received by the Health Department, balance daily cash receipts, prepare daily deposits and enter revenues into New World and Quickbooks. Accounts Payable: prepare and enter vouchers in New World for all Health Department expenses, code and enter all purchases made with credit cards. Update and provide documentation to the county. Review New World for Miscellaneous Billings and Inventory Control. Add required information and correct as needed, provided initial approval. Payroll: enter payroll hours from TimeClock timesheets and allocation sheets in New World, audit timesheets for signature and proper paperwork for edited time, record personal leave time and sick leave accruals and usage for the Health Department Staff, reconcile Actual against Entered, process in Quickbooks. Travel and Vehicles: maintain spreadsheet to record travel expenses by program from the Travel Logs, document and maintain spreadsheets for vehicle use, fuel, maintenance and expenses. Accounts Receivable and Medical Billing: run, sort, review and prepare private pay statements, move balances sent to the Kansas Setoff program to the Credit Bureau ledger., perform administrative write offs and adjustments as needed, work with medical reimbursement specialist to spot trends, errors and payment issues, enter encounters for special clinics and screening clinics as needed, run, review, edit and send medical billing to various insurance companies. Accounting back-up and support: this could cover many areas including: grant reporting and accounting, inventory counts and tracking, department allocations and reconciliation, and working with other county personnel to completed audit and fiscal documentation. Read copier counts and maintain spreadsheet for copier leases and maintenance expenses. Scan and index accounting and human resource information in DocuWare. Provide back-up and support for the administrative staff and medical front desk, as needed.
